Two kinds of question. The first gives two values and asks for the percent of change between them, which is the difference over the original, and the answer says whether it went up or down. The second gives a number and a percent and asks for the result. Easy lands on whole numbers; hard uses eighths like 12.5%, which are the ones that catch people out.
Taking the percent of the wrong number, or thinking a 20% rise then a 20% fall returns you to the start. It does not: the fall is 20% of a bigger number, so you end up lower than you began.
